Holland Construction First Downstate Contractor To Receive Star-Level Designation


SWANSEA - Holland Construction Services, Inc. is proud to announce its acceptance as a Star-level participant in the Voluntary Protection Program (VPP) Mobile Workforce Demonstration for Construction through the Occupational Safety and Health Administration (OSHA).

Following a year without accidents, HCS underwent a voluntary, three-day OSHA audit, becoming the first construction contractor in downstate Illinois, and only the third in the state, to achieve the Star-Level designation, the highest within the construction industry division. This accomplishment could not have been achieved without contributions from all areas of the organization. In addition to jobsite field audits, everything from record keeping to benchmark achievements was meticulously reviewed, including overall company health and safety programs and incentives and self-imposed company safety regulations.

VPP is a partnership and establishment of trust between HCS and OSHA based on the continued commitment of management within both organizations to ensure safe working conditions for Holland Construction Services and its subcontractors on each and every project.  By successfully entering into this partnership, HCS jobsites are removed from the “random” inspection lists, the most common type of OSHA inspections, raising the bar even higher.

The VPP cooperative holds participants to higher standards with added responsibilities placed on both management and superintendents. As part of maintaining the status, HCS must ensure that its projects are safety compliant well over the minimum OSHA standards; track subcontractor man hours-to-accident and injuries, and perform additional industrial hygiene testing, among other added safety measures. But the benefits are far reaching as HCS moves forward to increased health and safety awareness for all employees and subcontractors, lower insurance costs and safety records improved even further.

On Oct. 29, the Fairview Heights OSHA office presented the VPP Star-Level plaque and ceremonial flag to Holland Construction at the annual Southern Illinois Builders Association’s fall meeting. On Jan. 7, the state OSHA offices in Decatur, Ill. will also recognize HCS for its safety achievement.
